BHC
prides itself in maintaining high-quality, attractive and safe
properties. A professional management company is contracted to
administer and manage the properties. Residents are required to sign and
live up to a comprehensive rental agreement that includes an anti-drug
and crime policy. Residents are also required to provide yearly income
certifications, ensuring that the units are being occupied by the
household for which they are intended.
Regulatory agreements ensure that the units will remain affordable to
low and moderate income residents in perpetuity. These agreements also
regulate the manner and condition in which these units will be
maintained. Yearly unit inspections are conducted both by City staff and
by BHC’s agents and any deficiencies are promptly corrected. BHC keeps
a capital replacement reserve fund to allow for major repair and systems
replacements as the years go by.
THE CORPORATION
A nine-member volunteer Board of
Directors operates BHC. In accordance with its By-laws and Articles of
Incorporation, the directors are appointed by different segments
representative of the Burbank community: the Chamber of Commerce, the
Ministerial Association, the Board of Realtors, Wesley Housing (senior
housing), and the Advisory Council on Disabilities.
THE BOARD OF DIRECTORS
The Burbank Redevelopment Agency
appoints two members and two members are tenants of the properties owned
by BHC. The organization is a HUD-recognized Community-based Housing
Development Organization (CHDO) and is therefore eligible to receive
HUD’s’ 15% set-aside of HOME funds from the City of Burbank.
The Board of Directors meets
bi-monthly on the fourth Tuesday of the month.
